Windows Installer CleanUp Utility is a package from Microsoft to help extract Windows Installer settings that are present within your Windows OS installation. The idea behind this is that it will help to clean up the inside configuration files present within Windows. This reduces any issues arising from a third party software installation that ran into problems. This can be because the system lost power part-way through the process, the Windows OS went to a blue screen of death and froze, or for several other reasons. After reboot, in this stage it is possible that a system will no longer allow the software to be installed as it believes that it is already installed, yet the uninstaller will not work either.
